Jeff graduated Magna Cum Laude from Southwest Texas State University in San Marcos, TX with a Bachelor of Business Administration in Accounting. He earned the CPA designation in 1994 and also has the designation of Registered Texas School Business Administrator through the Texas Association of School Business Officials.
Jeff started his accounting career with Kenneth Leventhal & Company in 1991. In 1996 he became the Chief Accountant for Stafford Municipal School District and moved to Clear Creek ISD in 1998 as an Accountant, becoming the Controller in 2000. Jeff started his role as the Business Manager for the Region 4 Education Service Center in September 2021. He returned to Clear Creek ISD as Controller in July 2022.

Kelly Logsdon

Kelly Logsdon is the Executive Director of Business Operations for Dickinson Independent School District. Kelly is responsible for preparing the budget, overseeing the daily operational functions of the Business Office, and also serves as the District Investment Officer.
Before joining the District in 2005, Kelly held multiple positions for H-E-B Grocery Company and continues to be employed with over 20 years of service.
Kelly is a graduate of Sam Houston State University with a Bachelors of Business Administration in Accounting. Kelly is an active member of Texas Association School Business Officials and holds her Registered Texas School Business Administrator certification.

Wesley Janecek, CPA

Wesley Janecek, CPA, has been the Assistant Finance Director for the City of Victoria, Texas since April 2019. His role includes daily oversight of the Finance department, managing the City’s investments, and overseeing the Purchasing and Municipal Court operations.
Wesley previously worked at the public accounting firm, Bumgardner Morrison & Company, LLP, for 7 years, attaining the position of Audit Supervisor. He currently serves as the Treasurer for the Victoria Chapter of the Texas Society of Certified Public Accountants and is a member of the Government Finance Officers Association.
He earned a Bachelor of Business Administration in Accounting from the University of Houston – Victoria in 2011 and obtained his Certified Public Accountant license in 2014.

Ismael Garcia, CPM, CGFO

Ismael Garcia, CPM, CGFO, has been with the City of San Marcos for over 28 years. He has served the City of San Marcos in different capacities resulting in his promotion to Assistant Finance Director.
Ismael graduated from Texas A&M University–Corpus Christi with a Bachelor of Business Administration in Accounting. He has also earned the designation of CPM for completion of the Texas Certified Public Manager Program at Texas State University. Ismael is an active member of the Government Finance Officers Association of Texas and the Government Treasurers’ Organization of Texas.
