Ismael Garcia, CPM, CGFO, has been with the City of San Marcos for over 28 years. He has served the City of San Marcos in different capacities resulting in his promotion to Assistant Finance Director.

Ismael graduated from Texas A&M University–Corpus Christi with a Bachelor of Business Administration in Accounting. He has also earned the designation of CPM for completion of the Texas Certified Public Manager Program at Texas State University. Ismael is an active member of the Government Finance Officers Association of Texas and the Government Treasurers’ Organization of Texas.

Eva S. Gregory, CPM

Eva Gregory is the Director of Finance for the City of Granbury and has served in this capacity since 2013. Eva oversees all the finance, accounting, budgeting, purchasing and utility billing functions of the City of Granbury. She has worked for the City since 2005 in various capacities. Eva received a Bachelor of Business Administration in Finance and a Master of Business Administration from the University of Texas in Arlington. She is a Certified Governmental Finance Officer and has earned the designation of CPM for the completion of the Texas Certified Public Manager Program at Texas State University in 2021. Eva is a graduate of the LBJ Public Executive Institute of Leadership. She is an active member of the Government Finance Officers Association of Texas, the national Government Finance Officer Association, and the Government Treasurers’ Organization of Texas. In addition to her professional work, Eva is a member of the local Kiwanis Club and has served as the secretary, treasurer, and president of the organization. Additionally, Eva is a board member of the Hood County Texas Emergency Medical Services.

Wesley Janecek, CPA

Wesley Janecek, CPA, has been the Assistant Finance Director for the City of Victoria, Texas since April 2019. His role includes daily oversight of the Finance department, managing the City’s investments, and overseeing the Purchasing and Municipal Court operations.

Wesley previously worked at the public accounting firm, Bumgardner Morrison & Company, LLP, for 7 years, attaining the position of Audit Supervisor. He currently serves as the Treasurer for the Victoria Chapter of the Texas Society of Certified Public Accountants and is a member of the Government Finance Officers Association. He earned a Bachelor of Business Administration in Accounting from the University of Houston – Victoria in 2011 and obtained his Certified Public Accountant license in 2014.

Jeffrey D. Kohlenberg, CPA, RTSBA

Jeff graduated Magna Cum Laude from Southwest Texas State University in San Marcos, TX with a Bachelor of Business Administration in Accounting. He earned the CPA designation in 1994 and also has the designation of Registered Texas School Business Administrator through the Texas Association of School Business Officials. Jeff started his accounting career with Kenneth Leventhal & Company in 1991. In 1996 he became the Chief Accountant for Stafford Municipal School District and moved to Clear Creek ISD in 1998 as an Accountant, becoming the Controller in 2000. Jeff started his role as the Business Manager for the Region 4 Education Service Center in September 2021.

Kelly Logsdon

Kelly Logsdon is the Executive Director of Business Operations for Dickinson Independent School District. Kelly is responsible for preparing the budget, overseeing the daily operational functions of the Business Office, and also serves as the District Investment Officer.

Before joining the District in 2005, Kelly held multiple positions for H-E-B Grocery Company and continues to be employed with over 20 years of service. Kelly is a graduate of Sam Houston State University with a Bachelors of Business Administration in Accounting. Kelly is an active member of Texas Association School Business Officials and holds her Registered Texas School Business Administrator certification.

Dwight Sullivan

Dwight Sullivan has served as the Galveston County Clerk since 2011, following more than nine years as the Assistant County Treasurer for Galveston County. In his current role, Dwight oversees a wide range of administrative, financial, and record-keeping responsibilities for the county.

He holds a Bachelor’s Degree in Business Administration and a Master of Business Administration (MBA) from Texas Tech University. Throughout his career, Dwight has remained actively involved in civic and professional organizations. His service includes board positions with the UTMB Children’s Hospital Advisory Board, the Galveston Kiwanis Club, the FBI Infragard – Houston Chapter, and the Houston-Galveston Area Council Loan Development Committee. He has also served as a mentor with Big Brothers Big Sisters.
